Saskatchewan Immigrant Nominee Program (SINP) Entrepreneur and Farm Owner Streams

The SINP Entrepreneur and Farm Owner Streams allow Saskatchewan to recruit and nominate qualified entrepreneurs and farm owners from around the world who have the intent and ability to start or purchase businesses in Saskatchewan.

There are two pathways:

The Entrepreneur category for applicants seeking to open a business in Saskatchewan and

The Farm Owner category for those intending to establish and operate a farm operation in rural Saskatchewan.

The program’s objective is to stimulate economic growth and create jobs in Saskatchewan. You must sign a Performance Agreement with the SINP in which you’ll be committing to purchase and actively operate a business or farm in Saskatchewan. You’ll also need to make a “good faith” deposit of $75,000 (CAD) in trust. The cash deposit will be returned to you when you’ve met the terms of the Performance Agreement. If you don’t meet the terms within two years of landing in Saskatchewan, the deposit will be forfeited to the Province.

Applicant Qualifying Criteria

To be eligible for the Entrepreneur Pathway applicants must:

Meet personal net worth requirements of at least CAD $500,000.

Have at least three years’ of business management or entrepreneurial experience in the past five years.

Invest at least $300,000 in a business located in the Regina or Saskatoon region, or at least $200,000 in a business located outside of this region.

Create or maintain at a minimum, two employment opportunities for Canadians or Permanent Residents in Saskatchewan.

Make a business research visit to Saskatchewan no more than one year prior to submitting an expression of interest (EOI) to apply for the program (not mandatory but highly recommended).

To be eligible for the Farm Owners and Operators Pathway applicants must:

Meet personal net worth requirements of at least CAD $500,000.

Be an experienced farm owner/operator.

Establish a farm business in Saskatchewan that is economically viable and capable of making profit.

Make a farm business research visit to Saskatchewan for a minimum of five days and meet with SINP officials.

To be eligible for the Farm Owners and Operators Stream-Young Farmer Stream applicants must:

Meet personal net worth requirements of at least CAD $300,000.

Be less than 40 yours old at time of application.

Have at least three years’ farm ownership, farm management or practical farming experience.

Establish a farm business in Saskatchewan that is economically viable and capable of making profit.

Make a farm business research visit to Saskatchewan for a minimum of five days and meet with SINP officials.

Verification of Personal Net Worth

As part of the application process, the personal net worth of the primary applicant must be verified by a qualified supplier. The cost of the review is typically in a range of CAD $3,000 to CAD $5,000.The applicant must give the qualified supplier access to all documentation (such as bank statements, investment statements, and proof of property ownership) that the qualified supplier needs to verify his or her net worth.

The Saskatchewan Entrepreneur/Farm Investor process:

1. Make an exploratory visit to Saskatchewan (mandatory for Farm Owners only)

2. Submit an online Express of Interest (Entrepreneurs only)

3. Wait for an invitation to apply after the pre-application has been scored (Entrepreneurs only)

4. Submit an application to the SINP

5. Application approved

6. Sign a performance agreement and deposit $75,000

7. Nomination approved and nomination certificate issued

8. Apply for permanent residence (including eligible family members)

9. Obtain permanent residence visas

10. Establish the business or Farm in Saskatchewan within 2 years of PR visa issuance

11. Submit a final report after the business has been operational for 12 months

12. Apply for refund of $75,000

Submission letter: An RCIC will prepare and submit a submission letter on behalf of the applicant along with the application. The submission letter is an important part of the application which summarizes and more importantly demonstrates why you meet the requirements of the visa.
